We have currently two dhcp clients pump and ISC client. (in dhcp-client
package) Do we really need both of them? I am not aware of any problems
with ISC client.

Seems tha swup is unmaintained. No one has even bothered to update
default configs for 1.1. As you may expect I am not interested to
maintain it.
